Eight Charged in Federal Drug and Firearms Trafficking Investigation in Massachusetts

Federal prosecutors have charged eight individuals in connection with an alleged drug and firearms trafficking conspiracy operating in and around Worcester, Massachusetts. The case serves as a reminder that multi-agency task forces are working overtime to investigate and prosecute suspected drug and gun crime activity.

According to charging documents, the defendants are:

  • Alisa Walsh – Conspiracy to distribute controlled substances
  • Osiris Berry-Vazquez – Distribution of controlled substances
  • Fendy Martinez – Possession with intent to distribute and distribution of a controlled substance
  • Luis Muniz – Distribution of controlled substances
  • Luis Dick Rivera – Conspiracy to distribute controlled substances
  • Fernando Valentin-Perez – Conspiracy to distribute controlled substances
  • Omar Ramos-Jimenez – Dealing in firearms without a license and distribution of a controlled substance
  • Onix Aviles – Dealing in firearms without a license

Controlled Substances and Unlicensed Firearms Charges

Federal authorities allege that between March and April 2026, Walsh, Berry-Vazquez, Martinez, Muniz, Dick Rivera, and Valentin-Perez sold controlled substances, including cocaine, crack cocaine, and fentanyl, to undercover law enforcement officers and confidential informants in the Worcester area.

Prosecutors further allege that Aviles sold firearms without a federal license on two occasions, including a privately manufactured firearm commonly referred to as a “ghost gun.” Ramos-Jimenez is accused of selling multiple firearms and fentanyl to confidential informants and allegedly used electronic communications to advertise firearms for sale.

Charges of distribution of controlled substances and conspiracy to distribute controlled substances each carry potential penalties of up to 20 years in federal prison, a fine of up to $1 million, and at least three years to a lifetime of supervised release.

The charge against Martinez—possession with intent to distribute and distribution of a controlled substance—carries even greater potential consequences, including up to 30 years in prison, six years of supervised release, and a fine of up to $2 million.

Dealing in firearms without a license carries a potential penalty of up to five years in prison, three years of supervised release, and fines of up to $250,000.

The Combined Effect of  Federal Drug and Gun Charges

Drug and gun allegations together often lead to cases with related and serious charges, in which these charges may amplify each other. Federal prosecutors do not look kindly on firearms used in the course of alleged drug trafficking. Allegations involving both drugs and weapons can have an outsize influence on charging decisions and sentencing outcomes. Cases involving unlicensed firearms, privately manufactured weapons, and increasingly accessible “ghost guns” have growing visibility, and federal law enforcement are making it a priority to crack down on this activity.

In addition, the federal government is dedicating increased resources to alleged gang-related and organized criminal activity. The case involved cooperation among numerous agencies, including ATF, DEA, Homeland Security Investigations, Massachusetts State Police, Worcester Police Department, and the Worcester District Attorney’s Office as part of a broader Homeland Security Task Force initiative targeting criminal organizations and trafficking networks.
